Paterson City Council President Alex Mendez has proposed a plan to legalize unapproved basement and attic apartments in an effort to expand safe housing options and boost city tax revenues. The plan would require landlords to bring these units up to code, addressing potential hazards and improving tenant safety. While some city officials express concerns about safety and zoning compliance, others, including developer Charles Florio, see it as a beneficial step toward safer, more affordable housing in Paterson.
